Finance and Program Officer
Ulaanbaatar, Mongolia

Project Overview and Role:

Australia Awards – South Asia and Mongolia is managed by the Australian Government’s Department of Foreign Affairs and Trade (DFAT) and is administered by Palladium. It is a multi-country program with service delivery offices in Colombo, Dhaka, Islamabad, Kathmandu, Thimphu and Ulaanbaatar. Leadership, coordination, and support are provided by a regional team based in a range of locations in the South Asia region, managers in the different Country Offices as well as in Palladium’s Australian offices in Brisbane and Adelaide.

Australia Awards are provided to build the skills and knowledge of individuals so that they can contribute to their country’s development, and to support the ongoing development of links between Australia and the countries to which it provides development assistance. The Australia Awards are an important part of the Australian Government’s focus on public and economic diplomacy, and provide long term Scholarships, Short Courses and other training opportunities.

The Finance and Program Officer, based in Ulaanbaatar, will ensure the effective implementation of corporate and program financial and administration policies and procedures in the Mongolia program. 

This is a fixed-term maternity leave position until August 2023.

Primary Duties and Responsibilities: 

The Finance and Program Officer reports to the Mongolia Country Program Manager (CPM) and works closely with the Regional Finance and Administration Manager in the Regional Hub in Colombo.

Primary duties include but are not limited to:

  • Management the day-to-day finance operations of the Mongolia program, including maintenance of all financial records and month end close processes; 
  • Preparation and lodgement of all necessary returns to ensure local compliance obligations are met;
  • Preparation of project reports as necessary;
  • Assistance with annual budget preparation;
  • Preparation of claims for payment, and other documentation as required by the Program;
  • Provision of administrative financial support to the Program Office in Mongolia;
  • Procurement activities in line with Commonwealth Procurement Rules; 
  • Liaison with the Senior Program and Operations Manager and the Senior Management Accountant in fulfilling specific organisation representation tasks; &
  • Contribution to continuous improvement in service delivery and program performance.

Required Qualifications:

  • A degree in Accounting, Commerce, Financial Management or a related discipline.
  • Experience in financial management systems.
  • Experience in management of project budgets.
  • Demonstrated experience with accounting principles, petty cash accounts, reconciliations, bank
    statements and invoicing.
  • Demonstrated knowledge of financial management procedures including cost management and
    control.
  • Strong computer skills, including intermediate to advanced Microsoft Excel and experience using
    accounting software packages.
  • Advanced level communication skills, particularly verbal and active listening skills, and including
    excellent written communication.
  • Ability to allocate and review priorities to meet deadlines.
  • Demonstrated ability to determine priorities, manage a varied workload and meet deadlines.
  • Demonstrated ability to work both independently and as an effective team member.
  • Strong attention to detail.
